My research aims at simulating flood damage mitigation in selected areas of Kampala city with the view of providing Kampala Capital City Authority and other development actors with a model to forecast the influence of public interventions on flood mitigation behavior in the city. I employ Bayesian modelling to establish decision probabilities from survey data. The probabilities are then used to define transition rules in Agent - based modelling. Although a case study approach is employed, I use Flyvbjerg's, (2006) argumentation to generalize my findings to East Africa.
