Application and nomination process for MENA (MSP) and NFP scholarship programmes

The application and nomination process of the MENA and NFP and scholarship programmes funded by the Dutch Ministry of Foreign Affairs is executed by the University of Twente. You need to apply directly with the University of Twente.

In case you intend to apply for NFP or MSP please make sure your application for the course is in the ITC system well before the NFP deadline (min. 2 weeks prior to NFP deadline). The faculty ITC needs this time to process your academic assessment and provisional acceptance to the programme and NFP eligibility check.

Application for an NFP/MENA scholarship is a procedure separate from the application for course entry at the University of Twente. Regardless of funding, you will need to register for a course at the University of Twente first. The University of Twente plays no part in the final allocation of a scholarship.

For whom is the Netherlands Fellowship Programme (NFP)?

The Netherlands Fellowship Programme (NFP) funded by the Dutch Ministry of Foreign Affairs promotes capacity building within organizations in 51 countries (please see the eligible country list for NFP here) by providing scholarships for training and education for professionals. NFP offers scholarships for short courses, master’s degree programmes, tailor-made programmes and PhD studies.

You must meet a number of criteria that support the aim of NFP to be eligible for a scholarship. These criteria can be found at the webpage of EP-Nuffic who administers the Netherlands Fellowship Programme.

For whom is the MENA Scholarship Programme?

The Middle East and North Africa (MENA) Scholarship Programme (or MSP) funded by the Dutch Ministry of Foreign Affairs offers scholarships to professionals from ten countries (see the eligible country list here). The scholarships can be used for short courses, with duration up to 90 days, in the Netherlands. The University of Twente offers short (certificate) courses that qualify for MENA. You may find them via the University of Twente, Faculty ITC’s course finder, www.itc.nl/coursefinder. Short courses indicated with an NFP deadline are also eligible for MENA applications.

You must meet a number of criteria that support the aim of the MENA Scholarship Programme to be eligible for a scholarship. These criteria can be found at the webpage of EP-Nuffic who administers the MENA Scholarship Programme.

How to apply for these scholarships

If you seek funding by NFP or MENA to study at the University of Twente you need to apply for a course first.

The University of Twente  will determine your qualifications for a provisional nomination and pre-nomination position for NFP or MENA funding based on your academic application.

The NFP/MENA process consists of three stages:

  1. Provisional nomination
  2. Pre-nomination
  3. Selection

Stage 1: Provisional nomination

During your application for a course at the University of Twente you will be asked the question "Do you wish to be nominated for NFP or MENA?"

  1. You can only apply for NFP/MENA when you live and work in one of the countries on the NFP or MENA country lists. The country list of NFP consist of 51 countries prioritized in a category 1 or 2. If you are from a country prioritized as 1, your chances to be nominated by the University of Twente are slightly higher. Keep in mind it is only a provisional nomination. NFP priority is also given to Sub-Sahara countries and female applicants. For the MENA programme priority is given to female applicants.
  2. You have to be nominated by your employer to be provisionally considered for a nomination position. This means you will need to provide to the University of Twente an employer’s statement. You can find the format of this letter here. The employer’s letter should be written on employer’s letter heading and signed and stamped by an authorized person/head of organization. The letter should be dated. If your letter does not meet this format your application will be discarded and you will not qualify for provisional nomination or pre-nomination.
  3. You must supply a motivation on why you wish to be provisionally nominated by the University of Twente. Please see an example of the subjects that need to be addressed in your motivation here. Please note that Nuffic on behalf of the Ministry of Foreign Affairs offers the NFP and MENA programmes. For NFP certain priorities have been indicated, such as Food Security. It is advised to clearly state your affinity and interest in one of the priority areas for NFP in your country.
  4. If you work for a government entity, you might be required to submit a government statement. Check this listing if you are required to do so. These are the links to the NFP government statement form or the MENA government statement form.

If you apply for a course at the faculty ITC you are requested to upload these documents during the online registration process.

Use the formats prescribed. If your statements do not meet the formats your application will be discarded and you will not qualify for provisional nomination or pre-nomination.

If you registered at the University of Twente, meet the NFP/MENA requirements and submitted all required documents, you are considered eligible for provisional nomination by the University of Twente. If you have been provisionally nominated, you will receive a link to a web-form (of Nuffic) for the formal NFP/MENA application process.

If you have not heard anything from the University of Twente at least four months prior to the start of the course, your application was not considered for provisional nomination. Priority is given to others. You are advised to seek other types of funding.

Stage 2: Pre-nomination

The web-form will be active six weeks prior to the NFP/MSP selection deadline. You will be informed on the accessibility of the form via the provisional nomination e-mail and you will receive the link to the web-form.

It is essential you have all documents that are needed to fill out the form readily available to you. Please make sure you have the following documents at hand:

  • Copy of Identity card or passport
  • Employer statement (2 pages, 1 document)
  • Admission letter of the University of Twente
  • Motivation

You only get one attempt at filling out the form. It is not possible to save your application during registering and you cannot return to the registration in a later stage to make changes or additions. All needs to be completed in one session. You will have a window of four to five weeks after the opening of the form to register. After that any application will no longer considered for pre-nomination.

The University of Twente will determine the final pre-nomination list based on your application in the web-form, on NFP/MENA requirements and priorities indicated by the Ministry of Foreign Affairs

If you have not been pre-nomination by the University of Twente you will be informed accordingly after the first Tuesday in November, April or August, depending on the deadline that applies to your course. See table. Priority is given to others and you are advised to seek other funding.

In case of pre-nomination you will receive a message from the University of Twente after the first Tuesday in November, April or August, depending on the deadline that applies to your course. See table. Please note this is a pre-nomination. It does not mean you acquired an NFP or a MENA scholarship yet!

Stage 3: Selection

Nuffic will determine the allocation of scholarships and will also consult the Embassies in the selection process. Nuffic will take about eight weeks to select NFP scholarship holders and will inform the University of Twente on the outcome.

You will be informed by the University of Twente on having received the offer of an NFP or MENA scholarship.

If you have been selected, yet are not in the position to attend the course under NFP or MENA we stress you to immediately inform us on this cancellation! This gives us the opportunity to revoke your scholarship and offer it to a reserve candidate.

When you have been pre-nominated by the University of Twente, yet have not been selected by Nuffic, you will be informed by the University of Twente accordingly, with the reason(s) why you were rejected.  All decisions are final and we advise you to seek other type(s) of funding.

NFP contract

When you have been selected for an NFP or MENA scholarship you will receive an NFP/MENA contract for you to sign and return to the University of Twente as soon as possible. You will also receive the NFP rules and regulations simultaneously. These regulations also apply to the MENA programme.
