NUFFIC Orange Knowledge Programme (OKP) and MSP/MENA scholarship programme

Former NFP, initiated and fully funded by the Dutch Ministry of Foreign Affairs

The Netherlands Fellowship (OKP) and MSP/MENA Programme is open. New application rounds will start soon for the 2018 course programmes.

Nuffic is developing a new scholarship programme called Orange Knowledge Programme (OKP). Depending on the development of this new scholarship programme, there may be scholarship opportunities similar to NFP and MENA for future starting moments (i.e. September 2018) again. New application rounds will start from 01 February 2018.

The Orange Knowledge Programme (OKP) merges the Netherlands Fellowship Programmes (NFP) and NICHE into a single integrated approach.
This 5-year programme consists of 3 components:

  • Individual scholarships for professionals;
  • Tailor-made group training programmes;
  • Collaboration projects between knowledge institutions focusing on sustainable improvement of higher and professional education capacity.

Please note that the above statements might be subject to change but they give you an impression what to expect. We encourage you to start preparing these documents since this takes time and effort.

Scholarship value
The scholarship value depends on the duration of your programme at the University of Twente as well as on the in-house or external components. Please note that the scholarship does not cover all the costs of the study trajectory. It is not a full fellowship. More details will follow soon.

Country of origin
Participating countries will be announced shortly. Note: Mongolia, Eritrea, Djibouti and Guinea are not part of this Master round.

Level and field of study
Master courses. The listing is under revision and may change. In January 2018 the final list of programmes will be announced.

All relevant information including the country list about the new scholarship programme will be published on our website as soon as it becomes available. Provisional admitted students will be informed by ITC directly.

 



Application and nomination process for MSP/MENA and OKP scholarship programmes

The application and nomination process of the MENA and OKP and scholarship programmes funded by the Dutch Ministry of Foreign Affairs is executed by the University of Twente. You need to apply directly with the University of Twente.

In case you intend to apply for OKP or MSP please make sure your application for the course is in the ITC system well before the OKP deadline (min. 2 weeks prior to OKP deadline). The faculty ITC needs this time to process your academic assessment and provisional acceptance to the programme and OKP eligibility check.

Application for an OKP/MSP scholarship is a procedure separate from the application for course entry at the University of Twente. Regardless of funding, you will need to register for a course at the University of Twente first. The University of Twente plays no part in the final allocation of a scholarship.

For whom is the Orange Knowledge Programme (OKP)?

The Orange Knowledge Programme (OKP) funded by the Dutch Ministry of Foreign Affairs promotes capacity building within organizations in 51 countries (please see the eligible country list for OKP here) by providing scholarships for training and education for professionals. OKP offers scholarships for short courses and master’s degree programmes.

You must meet a number of criteria that support the aim of OKP to be eligible for a scholarship. These criteria can be found at the webpage of EP-Nuffic who administers the Orange Knowledge Programme.

For whom is the MSP/MENA Scholarship Programme?

The Middle East and North Africa (MENA) Scholarship Programme (or MSP) funded by the Dutch Ministry of Foreign Affairs offers scholarships to professionals from ten countries (see the eligible country list here). The scholarships can be used for short courses, with duration up to 90 days, in the Netherlands. The University of Twente offers short (certificate) courses that qualify for MSP. You may find them via the University of Twente, Faculty ITC’s course finder, www.itc.nl/coursefinder. Short courses indicated with an OKP deadline are also eligible for MSP applications.

You must meet a number of criteria that support the aim of the MSP/MENA Scholarship Programme to be eligible for a scholarship. These criteria can be found at the webpage of EP-Nuffic who administers the MSP/MENA Scholarship Programme.
Please note that MSP/MENA is only available for short courses less than three months duration.

How to apply for these scholarships

If you seek funding by OKP Orange Knowledge Programme or MSP/MENA Scholarship Programme to study at the University of Twente you need to apply for a course first.

The University of Twente  will determine your qualifications for a provisional nomination and pre-nomination position for OKP or MSP funding based on your academic application.

The OKP/MSP process consists of three stages:

  1. Provisional nomination
  2. Pre-nomination
  3. Selection

Stage 1: Provisional nomination

During your application for a course at the University of Twente you will be asked the question "Do you wish to be nominated for OKP or MSP/MENA?"

  1. You can only apply for OKP/MSP when you live and work in one of the countries on the OKP or MENA country lists. The country list of OKP consist of 51 countries. Keep in mind it is only a provisional nomination. OKP priority is also given to Sub-Sahara countries and female applicants. For the MENA programme priority is given to female applicants.
  2. You have to be nominated by your employer to be provisionally considered for a nomination position. This means you will need to provide to the University of Twente an employer’s statement. You can find the format of this letter here. The employer’s letter should be written on employer’s letter heading and signed and stamped by an authorized person/head of organization. The letter should be dated. If your letter does not meet this format your application will be discarded and you will not qualify for provisional nomination or pre-nomination.
  3. You must supply a motivation on why you wish to be provisionally nominated by the University of Twente. Please see an example of the subjects that need to be addressed in your motivation here. Please note that Nuffic on behalf of the Ministry of Foreign Affairs offers the OKP and MSP programmes. For OKP certain priorities have been indicated, such as Food Security. It is advised to clearly state your affinity and interest in one of the priority areas for OKP in your country.
  4. If you work for a government entity, you might be required to submit a government statement. Check this listing if you are required to do so. These are the links to the OKP government statement form or the MENA government statement form.

If you apply for a course at the faculty ITC you are requested to upload these documents during the online registration process.

Use the formats prescribed. If your statements do not meet the formats your application will be discarded and you will not qualify for provisional nomination or pre-nomination.

If you registered at the University of Twente, meet the OKP/MSP requirements and submitted all required documents, you are considered eligible for provisional nomination by the University of Twente. If you have been provisionally nominated, you will receive a link to a web-form (of Nuffic) for the formal OKP/MSP application process.

If you have not heard anything from the University of Twente at least four months prior to the start of the course, your application was not considered for provisional nomination. Priority is given to others. You are advised to seek other types of funding.

Stage 2: Pre-nomination

The web-form will be active six weeks prior to the OKP/MSP selection deadline. You will be informed on the accessibility of the form via the provisional nomination e-mail and you will receive the link to the web-form.

It is essential you have all documents that are needed to fill out the form readily available to you. Please make sure you have the following documents at hand:

  • Copy of Identity card or passport
  • Employer statement (2 pages, 1 document)
  • Admission letter of the University of Twente
  • Motivation

You only get one attempt at filling out the form. It is not possible to save your application during registering and you cannot return to the registration in a later stage to make changes or additions. All needs to be completed in one session. You will have a window of four to five weeks after the opening of the form to register. After that any application will no longer considered for pre-nomination.

The University of Twente will determine the final pre-nomination list based on your application in the web-form, on OKP/MSP requirements and priorities indicated by the Ministry of Foreign Affairs.

If you have not been pre-nominated by the University of Twente you will be informed accordingly after the first Tuesday in November, April or August, depending on the deadline that applies to your course. See table. Priority is given to others and you are advised to seek other funding.

In case of pre-nomination you will receive a message from the University of Twente after the first Tuesday in November, April or August, depending on the deadline that applies to your course. See table. Please note this is a pre-nomination. It does not mean you acquired an OKP or a MENA scholarship yet!

Stage 3: Selection

Nuffic will determine the allocation of scholarships and will also consult the Embassies in the selection process. Nuffic will take about eight weeks to select OKP scholarship holders and will inform the University of Twente on the outcome.

You will be informed by the University of Twente on having received the offer of an OKP or MENA scholarship.

If you have been selected, yet are not in the position to attend the course under OKP or MENA we stress you to immediately inform us on this cancellation! This gives us the opportunity to revoke your scholarship and offer it to a reserve candidate.

When you have been pre-nominated by the University of Twente, yet have not been selected by Nuffic, you will be informed by the University of Twente accordingly, with the reason(s) why you were rejected.  All decisions are final and we advise you to seek other type(s) of funding.

OKP contract

When you have been selected for an OKP or MENA scholarship you will receive an OKP/MSP contract for you to sign and return to the University of Twente as soon as possible. You will also receive the OKP rules and regulations simultaneously. These regulations also apply to the MENA programme.
