Background

Kate holds a master's degree in Forestry from Yale University and is currently working on her PhD at the International Institute for Geo-information Science and Earth Observation (ITC) and Wageningen University, Centre for Geo-Information in The Netherlands. The focus of her research is on cross-agency alignment of geospatial investments in Africa. Kate is drawing upon current literature in public administration, budget reform, and development assistance to analyze control measures that support collective investment and accountability. Particular attention is given to the role of central budget agencies in spatial data infrastructure development. Part of the work includes the development of a framework to assess a country's geospatial investment maturity. The research is well-grounded based on Kate's practical experience in over 20 countries.

Between 1999 and 2001, as a Research Fellow at the International Center for Tropical Agriculture (CIAT), Kate coordinated the Central American Project for Geographic information (PROCIG). She worked with GIS specialists from the national statistics institutes, national mapping agencies, and ministries of environment and agriculture in developing technical and institutional components of spatial data infrastructure (SDI). Kate then shifted her focus to SDI in Africa and the Caribbean. She implemented USAID-supported projects for the U.S. Geological Survey EROS Data Center from 2001-2004. She continues to Co-Chair the Global Spatial Data Infrastructure Association (GSDI) Legal and Economic Committee and is Editor of the monthly SDI-Africa newsletter published by GSDI.
