1 A salary is subject to deduction of income tax and other social premiums. Allowances paid under the terms of a fellowship (cash, accommodation, health insurance) are not subject to deductions.
2 The personal expenses for PhD students are based on the minimum amounts for living in Enschede. Fellowship providers typically apply their own standard rates. Where these fall below the minima above, an applicant for a place as a PhD student may be considered for co-funding. Admission is granted only if the minimum amounts are met. Co-funding does not extend to the cash fellowship, which must be met in full by the fellowship provider.
PhD students are required to reside in the ITC International Hotel at least for the first 6 months of their stay. A possible contribution to housing costs by ITC can only be made to students staying in the IIH hotel.
3 For PhD students, participation in the ITC group health insurance scheme is compulsory.
4 Research operating costs for research assistants (AiOs) and PhD students are required for three years. The amounts quoted are average costs, exact costs depend on the research plan. In case no budget is available at all for a sponsored PhD student or AiO, he/she may receive a basic contribution from ITC amounting to maximal 50% of the amount quoted above, made available on successful completion of the initial qualifier period and comprising of three annual installments of € 2500 plus the costs of PhD thesis publication at a maximum of € 2500 (these amounts are reduced in case of sandwich constructions and if other contributions are defined, for example in a partnership agreement).
A research assistant (AiO) is an employee with a contract and study duration of four years. Extension is not possible. A research assistant (AiO) can, under the terms of his/her contract, be asked to carry out educational tasks for up 15% of the contract period. The total salary cost for a research assistant (AiO) is approximately
€ 180,000 (not counting overhead costs).
All graduate students except AiOs are unsalaried researchers. This implies that the PhD scholarship is not taxed in the Netherlands. As a consequence, PhD students cannot profit from Dutch tax benefits, such as "zorgtoeslag", "huurtoeslag" and "kinderbijslag". Students are accountable and must realise that applying for these benefits is illegal, and any benefits granted in this way will have to be returned (possibly with a fine) afterwards.
The study duration for PhD students is approximately 4 years. A PhD student is not obliged to carry out educational tasks. The total study cost for a PhD student is approximately € 93,000 (varying depending on the research costs). Total costs may be lower when a PhD student studies in a sandwich construction and spends extended period(s) studying overseas, however proof of subsistence support and full-time engagement in the PhD research has to be provided for any sandwich period.
